Certification Reports: Signed, Sealed and Debunked?

Construction is done. The certification report is in the hands of the agency. You exhale deeply, finally, the long road of design, planning, construction, and budgeting is behind you. The hardest part is over, right? All that remains is regulatory approval, which should be straightforward compared to everything you’ve already tackled.
